Keelung Customs Calls on Inward Passengers to Obey Regulations Governing Personal Luggage or Goods

In general, the accompanied luggage of inward passengers is subject to dual channel (red/green line) clearance procedures upon the actual requirements of circumstances according to the Article 3 of the Regulations Governing the Declaration, Inspection, Duty and Release of Personal Luggage or Goods of Inward Passengers. However, in practice, the Article did not apply to inward passengers requesting clearance alongside the aircraft/vessel for emergency medical transport or for business courtesy. To complete the legal basis for practice, on Aug. 18, 2016, the Ministry of Finance amended the Article 3 as well as the Article 7 of the aforementioned Regulations so that the luggage may be cleared through dual channel system (red/green line) or through other clearance procedures approved by the Customs.

Keelung Customs stresses that incoming passengers who are entitled to apply for special clearance procedures bear exactly the same obligation as those clearing Customs through red/green line. That is, all the entry passengers are not allowed to carry banned items such as narcotics, guns, counterfeits, etc., and are obliged to declare merchandise outside the range of personal baggage for customs inspection and duty-collection. Passengers are urged to be aware of the relevant laws/regulations in case of breaking them.
