Taxpayer rights protection ombudsmen assisting taxpayers to protect their own rights and interests

The Taxpayer Rights Protection Act (the “TRPA”) is one of the most important laws protecting taxpayers’ rights in Taiwan. Since it came into force on December 28, 2017, Keelung Customs has appointed taxpayer rights protection ombudsmen (TRPO) to actively provide appropriate and essential assistance for taxpayers to enhance the protection of taxpayers’ rights, and thus taxpayers as well as the related parties are encouraged to be aware of TRPA for their own rights and interests.


Keelung Customs further indicates that according to the “TRPA”, TRPO mainly offer the following  assistance: assisting taxpayers in communicating and coordinating tax disputes, accepting complaints or petitions of taxpayers and proposing recommendations for improvement, as well as providing essential consultation and assistance when taxpayers are seeking remedies in accordance with laws. In addition, the taxpayers under investigation by Customs can appoint an agent or appear in the company of an assistant. They also can take pictures, video, and audio recording of the process of investigation by themselves or on request after informing the Customs. To achieve tax equity, TRPO can actively initiate the necessary assistance, communication and investigation concerning the protection of taxpayers’ rights.


Keelung Customs emphasizes that in order to assist taxpayers immediately, every cargo clearance unit has set up a consultation room. Applications for assistance from TRPO can be filed by written documents or through the CPT single window website (https://portal.sw.nat.gov.tw/PPL/) at any time. Taxpayers and the related parties are also welcomed to utilize the contact information of TRPO published on its officed website (https://keelung.customs.gov.tw) so that public and private sectors can communicate with each other more efficiently and jointly create a high-quality tax environment.
